Doesn't Fit 20" Nishiki Bike

There aren't really instructions. I installed it, but it was too long on the shortest setting on a 20" Nishiki youth bike. Disappointing to buy the same brand product for this bike and to have it not work. I had an engineer and father of 4 take a look and he said it was installed correctly and nothing could be altered to make it fit right.
